POLICIES THRUST
In what can be perceived as policy thrust, it was posited that the policy thrust in Nigeria are :
–STRATEGIC INVESTMENT IN AGRICULTURE.
— Research and Development.
— INFRASTRUCTURAL DEVELOPMENT
In what appears to be the policy thrust of PBAT on Africa he itemized as STRATEGIC INVESTMENT INVESTMENT IN AGRICULTURE., R & D and INFRASTRUCTURE

AGRICULTURE
The Maputo July 2003 Africa Union . Second ordinary Assembly of Africa head of State declared minimum of 14% budgetary allocation for Agriculture.
Nigeria is an agrarian state a land flowing with milk and honey before the advent of crude oil .Then the sector accounted for 57% of the GDP while also generating 64.5% of export earnings for the Nigerian economy in the late 20s. But over the years especially since the advent of oil, the sector continued to receive a high level of neglect by previous administrations that could have made the food sector a cash cow. No thanks to the “quick cash” proceed from oil, brought the Agricultural sector to its kneels. The current administration in Nigeria is given priority to renew efforts to take the sector out of the doldrums by initiating bold and reliable actions such as :
Declared state of emergency on Food security, Making available 500,000 hectres of arable land for farming to provide job opportunities for the teeming youthful population like it happened in China where about 800milloon were lifted out of poverty.
✅Hybrid wheat seeds for dry season farming was cultivated across 70,000htrs of wheat production zones mostly in the Sudan savanna (Kano, Katsina, Jigaea and Sokoto ), Guinea savanna (Kaduna, Bauchi, Kebbi, Zamfara and Niger) and the Mountain grassland of Tara a and Adamawa with expected yield of 875,000mt for national food reserves. Nigeria is currently importing about 4.9mmt of wheat annually.
✅Various factors to actuate delivery are :
-Adequate security.
-Massive mechanized farming – 300tractors on 1000km of farm land.
-Foreign Direct Investment in farming production.
India in the 60s imported Dwarf wheat from North America for trails today India is food self-sufficient in wheat, rice and other cereals.
✅ Attention of the production planners must be on the followings from the ministry of Agric. Nigeria is the highest producer of yam(using cutlass and hoe), with 40mmt but the demand is 60mmt leaving a gap of 20mmt, Cassava only 42mmt is produced while demand is 53.3mmt with a gap of 11.8mmt., Irish potatoes 900,000mt is produced while demand is 8.1mmt with gap of 7.1mmt, Sweet potatoes 2.2mmt produce, demand is 6mmt gap is 4.8mmt., Wheat 400,000mt produced demand 4.7mmt gap 4.3mmt, Maize 10.5mmt demand is 15mmt with gap of 4.5mmt.

RESERCH & DEVELOPMENT is expected to be at the fore front. Enough funds must be allocated.
INFRASTRUCTURE
Nigeria faces huge infrastructural deficit inhibiting her from diversifying its non oil production and achieve international competitiveness for export. Nigeria 2020 National Integrated Master Plan, it needs to invest an estimated
$2.3trillion in total infrastructure between 2020 and 2043. Based on the magnitude of investment, PBAT has initiated actively in construction of various projects such as Lagos to Calabar coastal roads, Lagos to Sokoto express way amongst many others are key to the movement of Agricultural commodities.
One is of the opinion that Nigeria will overcome.
