The greatest show of foresight in Sustainable Food Security and Value Chain development in agricultural Planning in Nigeria was the decision to harness the water resources management through the River Basin Development Authorities. These are Federal government agencies involved in the management of water resources for Agricultural development to boost agricultural production and support irrigation and other uses .Each operating in an assigned location and boundaries working to improve agricultural and Rural development through irrigation, control of river pollution that assist farmers in Processing Food crops.
The aftermath of the devastating drought of early 70s in which 40-60%of the nation’s grains were lost and subsequent pattern of the Sahel cycle of drought prompted the Federal Government to undertake the decision Coupled with the decline in agriculture due to oil boom for sustainable food production and water resources management
River Basin Dev. Authorities are to facilitate rapid economic growth mandated to put in place the followings :
—-Construction of dams and Boreholes for irrigation purposes,
—- Rural water supply,
—- Mechanised land clearing for cultivation,-
— Rural electrification and — Construction of feeder roads others include
— Establishment of agro services centre with tractors hire services, Large scale multiplication of improved seed for distribution to farmers,
— Large scale rearing of improved livestock and Poultry for distributing to farmers farmers,
—Establishment of grazing reserves for nomadic Cattles breeders,
— Large scale afforestation scheme, training of juniors scale staff for floral development projects for overall contribution to food production enhancing natural sufficiency
■– Some of the Dams are designed for multipurpose usage ie for diverse activities eg fishing, travelling, irrigation,for portable water sources , electricity etc.

CHALLENGES AND IMPEDIMENTS
Inspite of the ubiquitous nature of the various RBDAuthorities their contribution to the national economy is very minimal due to poor management froth with • Corruption, • Mismanagement, ▪Politicisation, •Poor funding and •Insecurity ,
The 3 tiers of government and partners must intensify efforts to ensure reforms for optimum performance and national economic development with adequate funding through improved Budgetary allocation, transparency and accountability In the management of affairs.
THE RIVER BASINS
There are 11 R/B Authorities
■ -Anambra — Imo River Basin Development Authorities
■-Ogun /Osun — RBDA
■-Niger – RBDA
■-Owena – RBDA
■-Sokoto /Rima – RBDA
■-Niger Delta – RBDA
■-Hadejah /Jama’re RBDA
■- Upper Niger River – Niger, Kaduna /FCT
■- Chad Basin Dev Auth.
■-Upper Benue RBDA.
■- Lower Benue RBDA.
■- Cross River RBDA.

LEGAL POLICY
There are about four extant laws governing water resources in Nigeria.
— Water Resources Act 2004 .
— River Basin Development Authorities Act.
— National Water Resources Institute Act.
— Nigeria Hydro Services Agency Act.
Currently, the Federal government of Nigeria is making a move to include the above laws into one to be known as “WATER RESOURCES BILL” the decision is being trailed by political innuendos.
■– The National water Resources bill 2020 which allegedly seek to erode the powers of subnational government on control of water resources in the country has passed the second reading in the National Assembly ( in July ’22 ) The minister however debunked any ulterior motive but to raise adequate financing for water resources within rather than depending on cash grants from without.

OBSERVATIONS
•— In the highlight of Budget 2021, passed to the National Assembly for ratification, about 153bn Naira was projected for Water Resources with about 11 RBDA. –this is a far cry.
•– Good and Fantastic as the ideas of RBDA are, it has caused major havoc of flooding to farming activities and households in areas where drainages are either blocked or not well channelled whenever excess water are released from the dams leading to losses of lifes and properties in the affected areas.
•— Environmental Management System – (EMS) . Abatement programmes must be adhered to, towards curtailing nuisances along the floodplains.
•– Warning Signals must be given early enough to people along the floodplains and drainages paths before discharging excessive water.
■■– The Federal Government in it’s quest to ensure Food Security is thinkering with the National Agency For Science and Engineering (NASENI ).for the execution of – “Smart Modular Irrigation Project” that would enhance Agricultural Development in the country to enable farmers to produce crops three times round the year costing about 24bn Naira. ( Requesting August ’22).

CONCLUSION
For proper management and maintenance of the RBDA I suggest that each be ceded to states of dominance .

TYPES OF COLD CHAINS

-SHOCK FREEZERS
Shock Freezers are professional equipment that controls temperature necessary for keeping products fresh for a long time.
While preserving the products the equipment makes to keep undamaged nutritional value of the products after being defrosted. The equipment is made to consists of Double Stage Semi Hermatic compressors. The Shock freezers system allows to lower the temperature very rapidly up to -180°C degrees. Freezing is provided by air coolers of it by blowing over fronted surface of the wagon. This enables to freeze down quickly in cold air flow. The room air should not exceed 35°/-40.°C. Besides, it’s proven to be a low-waste and environment friendly system.

COLDSTORAGE
This system is manufactured and installed with the entire components like it is ready to use. It could be of mobile device.
This system can be disassembled so it can be moved to other places.
Cold storage consist of the following levels and types of preserving:
-Cold-rooms 🙁 +16° / +5°C)
-Cold storage Rooms (+5°/-5°C)
-Freezing Rooms : (-18°/-23°C)
-Shock freezer :(-35°/-40°C) .

DEEPFREEZE ROOMS.
These are for preserving products such as meat, poultry etc. For a long time. They are preserved under temperatures not exceeding – 18°/-23°C. In order to isolate these rooms 150mm width sandwich panels are used.

COLD ROOMS
Cold rooms are used to keep baked goods, chocolates etc.
The cold rooms prevent bacteria from growing. Low ventilation allows workers to work without endangering their health which is very important aspect too.
