FAMINE EARLY WARNING SYSTEM AND NIGERIA’S STRATEGIC GRAINS RESERVE IN (MAIZE STORAGE )

It beats one hollow that with the huge human reservoir and resources in our Agricultural production we have forgotten to save enough Food grains – Maize in time of plenty. . Do we ever maintain data of Demand and Supply in such strategic planning of Food Security ?

The current cycle of Food surplus in one year followed by shortages and scarcity with resultant high prices the following year must be stemmed from becoming a norm in our farming cycle towards this, the past governments initiated a national grains storage programmes as far back as 1988.As follows:

  • A national strategic grains reserve programme. –Stipulate that Fed. Govt. will store a minimum of 5% of total grains output in the country.
  • A grain buffer -stock storage programme. –Stipulate that the State governments will store up about 10% of total grain output in each of their coverage area.
  • On- the -farm storages programme for grains. — The government will explore available means and technology to encourage and assist farmers to undertake on the farm storages facilities.

Towards this, in 1988 there was appreciable progress in the design and construction of steel silo (farm tank )of 25000mt in the North East -Bauchi, , South West – Akure, South south – Ogoja, North West- Minna and North central -Makurdi. It is hoped that more Silos would have been built after the initial efforts. With the creation of Local Governments they should equally embark on provision of Silos for grains storages.

The recent shortages in our grains – cereal reserve is uncalled for. While this writer is not unaware of the various challenges in most farming communities such as Insurgency, Kiddnappings, Farmers and the Pasteurists conflict, Flooding, Banditry , Cattles rustling, Robberies,Religous crisis, High profile corruption ,Smuggling and other economic crimes. Early importation of such lapses should have been considered without making it a crisis.

PLANNING, MONITORING, EVALUATION AND STATISTICS.

From the above, the Scope, Objectives and the achievements must be monitored for national development. The establishment of the Crop monitoring and Early Warning system programmes be improved upon . Feed back on crop situation and market information on price are all vital. It behoves on the appropriate authority to come up with a blueprint on Agricultural development that will stand the test of time on Food Security.

PROGNOSTIC DATA

Data processing in Agricultural Production /Processing is very essential . Take for instance, Nigeria output in rice was put at 4.9MMT, this went up by 60% from 2013 but well below local consumption of 7MMT at January 2020 ( Gro Intelligence /Google ) the above senerio explain why the price of rice is on the rise, by the time our production exceed the consumption level then the price comes down automatically.
Wheat — Nigeria import about 70% of wheat (for bread) 47MMT annually while only 30% is sourced locally from 8 northern states of kano, Jigawa, Bauchi, Zamfara etc these were done without resorting to crisis situation.

That Nigeria should resolve to take fire fighting approach on Maize importation is rather unsavory as it exposes the inadequacies of the planning department. It is the informed opinion at WUFAS AGR0Net that while all classes of Foods are important grains which serves both human and animals deserves serious attention especially now that it has been provened that the level of self sufficiency is very fragile and unsustainable. There must be a synergy between Fed /CBN and Ministry of Agriculture and Rural Development .to address promptly National Food reserve.

While rice, Cotton, Palm oil etc are receiving special attention from the Federal government and Central Bank -CBN all others Maize, and other Cereals should not be orphaned . while the Processing of various classes of Food production must be encouraged through HUMAN CAPITAL DEVELOPMENT AND TRAINING IN FOOD PROCESSING TECHNOLOGY. FOR THE TEEMING YOUTHFUL POPULATION.

TYPES OF COLD CHAINS

-SHOCK FREEZERS
Shock Freezers are professional equipment that controls temperature necessary for keeping products fresh for a long time.
While preserving the products the equipment makes to keep undamaged nutritional value of the products after being defrosted. The equipment is made to consists of Double Stage Semi Hermatic compressors. The Shock freezers system allows to lower the temperature very rapidly up to -180°C degrees. Freezing is provided by air coolers of it by blowing over fronted surface of the wagon. This enables to freeze down quickly in cold air flow. The room air should not exceed 35°/-40.°C. Besides, it’s proven to be a low-waste and environment friendly system.

COLDSTORAGE
This system is manufactured and installed with the entire components like it is ready to use. It could be of mobile device.
This system can be disassembled so it can be moved to other places.
Cold storage consist of the following levels and types of preserving:
-Cold-rooms 🙁 +16° / +5°C)
-Cold storage Rooms (+5°/-5°C)
-Freezing Rooms : (-18°/-23°C)
-Shock freezer :(-35°/-40°C) .

DEEPFREEZE ROOMS.
These are for preserving products such as meat, poultry etc. For a long time. They are preserved under temperatures not exceeding – 18°/-23°C. In order to isolate these rooms 150mm width sandwich panels are used.

COLD ROOMS
Cold rooms are used to keep baked goods, chocolates etc.
The cold rooms prevent bacteria from growing. Low ventilation allows workers to work without endangering their health which is very important aspect too.
