RE-INVENTING THE COMMODITY BOARDS WITH THE ADVENT OF AFCFTA.

■ The proceed of Commodity Boards (COCAO) was responsible for the fast pace of development in the era of Western Region of Nigeria by Chief OBAFEMI AWOLOWO.
■After 1977 , when Commodity board ceased to function, Agricultural produce have suffered a backward drift leading to wastages and the attendant poverty.

THE SYSTEM –
Most of the products are controlled by various state marketing boards and marketed solely by the Nigerian Produce Marketing Company. An appreciable quantity of processed and semi -processed products were exported to highly industrialised countries while some locally manufactured goods were exported to African countries.

COMMODITY MARKETING system consisting of a price fixing authority and seven commodity boards operating on nation-wide basis irrespective of state boundaries was created. The commodity boards were to encourage the production and to organise the marketing of major agricultural commodities for local production and processing, thereby providing maximum benefits to famers and home demand. The boards were also responsible for the processing of raw materials before export . Although each of the boards provided guarantee minimum prices at which farmers sell to them. Farmers and plantation owners are free to sell direct to local processors or to consumers.
The seven boards were:
●Cocoa board — Responsible for Cocoa, Coffee, and tea.
●Groundnut board — Responsible for Groundnuts, Soya beans, Pluses, Beniseed, Shea nut, and Ginger.
●Cotton Board — Responsible for Cotton,Kenaf and similar fibres.
● Palm Produce Board. — Responsible for Palm kernel, Palm oil and Copra.
●Rubber Board– Responsible for rubber.
●Grains Board — For all Food grains.
●Root Crops Board — For all tubers and root crops.
However, the activities of various marketing boards ceased from March 1977.

SOME POLICY IN PLACE TO REPLACE THE COMMODITY BOARDS.
— Government will make adequate arrangements to promote a free, fair and competitive marketing regime for agricultural commodities. Under the new policy , the following strategies will be adopted :
● Individuals, processors, cooperatives, associations and limited liability companies will be free to export agricultural commodities.
●However, all affected commodities will be subjected to grading and certification by States and Federal Produce Inspection Services to maintain acceptable quality and standards. In addition commodities will be subjected to normal customs examination before export.
●Government will maintain a general surveillance over the free commodity market operations through existing Technical Committee on Agricultural produce and the Export Commodity Co ordinating committee to structure for effectiveness.
● State Governments will operate a buffer stock scheme. etc etc….

ON STORAGE
▪The State government will store about 10% of the total grains output in each of their area of coverage to be used as buffer stock for prices stabilisation.
The Federal government will also store a maximum of 5% of total grain output in the country specifically as a strategic grain reserve

ON PROCESSING
Government will promote investment in agro- processing , especially in rural areas through credit facilities, infrastructural facilities and other incentives to investors.

CONCLUSION
The cancellation of Commodity Board was a major setback for the country’s economy and social development. The country Nigeria become a mono economy – focusing mainly on Crude oil fueling unprecedented corruption and abject poverty.

TYPES OF COLD CHAINS

-SHOCK FREEZERS
Shock Freezers are professional equipment that controls temperature necessary for keeping products fresh for a long time.
While preserving the products the equipment makes to keep undamaged nutritional value of the products after being defrosted. The equipment is made to consists of Double Stage Semi Hermatic compressors. The Shock freezers system allows to lower the temperature very rapidly up to -180°C degrees. Freezing is provided by air coolers of it by blowing over fronted surface of the wagon. This enables to freeze down quickly in cold air flow. The room air should not exceed 35°/-40.°C. Besides, it’s proven to be a low-waste and environment friendly system.

COLDSTORAGE
This system is manufactured and installed with the entire components like it is ready to use. It could be of mobile device.
This system can be disassembled so it can be moved to other places.
Cold storage consist of the following levels and types of preserving:
-Cold-rooms 🙁 +16° / +5°C)
-Cold storage Rooms (+5°/-5°C)
-Freezing Rooms : (-18°/-23°C)
-Shock freezer :(-35°/-40°C) .

DEEPFREEZE ROOMS.
These are for preserving products such as meat, poultry etc. For a long time. They are preserved under temperatures not exceeding – 18°/-23°C. In order to isolate these rooms 150mm width sandwich panels are used.

COLD ROOMS
Cold rooms are used to keep baked goods, chocolates etc.
The cold rooms prevent bacteria from growing. Low ventilation allows workers to work without endangering their health which is very important aspect too.
